5. Development Vision
Development vision of Shivalik Development Board for 2021 could be defined as, “ Socially and economically developed communities, with the focus on equitable and sustainable development across the hilly areas and the plains ”.
6. Goal Setting
Congruent to the aforementioned Development Vision, the development goals of the Shivalik Development Board for the next 15 years could be defined as under.
Increased production and income
Improved social conditions
Reduced disparities between the hills and the plains
Alleviating Poverty while rejuvenating the environment
Enhanced Institutional Capacity of SDB
7. Specific Objectives
The specific objectives of SDB towards the attainment of the above goals could be defined in two stages, namely, Short Term Objectives to be achieved by year 2010, and Long Term objectives to be achieved by the year 2021. It is suggested that some pilot level interventions towards attainment of the long-term objectives should be taken up during the first four years itself, so that the successes could be scaled up after year 2010 from the learning's of these four years. The specific objectives are defined separately for the hill region and for the plains. These are described in detail, along with the implementation strategy, in Chapter 4 and are summarised below . The strategy is defined in detail in case of short-term objectives, whereas broad strategy is proposed for the long-term objectives .
7.1 Short Term Objectives (2006 – 2010)
For the hilly areas
Comprehensive soil and water conservation using watershed approach, which also covers agriculture and horticulture promotion, increasing area under irrigation and its management practices, rejuvenation of water harvesting structures, along with catchment area treatment as top priority
To provide drinking water facility, in adequate quantities round the year
To provide access to health infrastructure along with providing more Doctors and para-medical personnel
Promotion of bottled gas units (LPG connections) in the villages on the fringe of forests
Promotion of integrated livestock management practices, together with composting techniques
Providing employment opportunities, through promotion of agro-processing, other manufacturing units and promoting service sector
Creation of local market infrastructure, sorting, grading packing and storing facility
Promotion of transport facility
Promotion of Eco-Tourism
For the Plains
Wastewater disposal system, with cleaning of village ponds and duckweed promotion
Groundwater recharge in the vicinity of irrigation wells
Promotion of horticulture, initially on pilot basis, subsequently on demand basis.
Promotion of better irrigation and water management practices in field crops
Providing employment opportunities, through promotion of agro-processing, other manufacturing units and promoting service sector and through establishment of milk processing facilities and promotion of milk producers' cooperatives
7.2. Long Term Objectives (2010 – 2021) , along with Short term Objectives to cover the left area
For the entire Shivaliks
Community education and motivation on
Importance of girl child for attaining a balanced sex ratio
Girl child education
Involvement of community in maintenance and management of community assets
Sanitation and waste water disposal
Water management in agriculture
Increase the per capita income (or GDP) to the level of State average
Increase the area coverage to 10% of net sown area under horticulture and production/ income from horticulture and processing. (Promotion of cluster level processing centres)
Increase the area coverage of irrigation to 50% of net sown area in Plains of District Panchkula.
For the hilly areas and the foothills
Coverage of entire sloping area with soil water conservation measures using watershed approach
Supplement non-farm enterprises through individual entrepreneurs, SHGs and other issue based user groups
Increase in area coverage of irrigation to 20% in the hilly area.
For the plains
Flood control and management, including stabilisation of river courses and tributaries
Promotion of better groundwater management
It is recommended to undertake a review of the performance after four years and refine the strategy for the next decade on the basis of the findings of the review.
