Minutes of the Meeting for reviewing the pending Utilization Certificates in respect of Shivalik Development Agency held on 09-02-2018 at  03:00 PM under the chairmanship of Dr. Vivek Joshi, IAS, Principal Secretary to Govt. of Haryana & Commissioner Ambala Division-cum-Chairman, Shivalik Development Agency, Ambala in Room No. 429,  4th Floor, Haryana New Civil Secretariat, Sector-17, Chandigarh.

At the outset, the Chairman welcomed the following officers present in the meeting:-

  3. Smt. Pratima Chaudhary, HCS, CEO, SDA, Ambala
  4. Sh. Sanjeev Siwach, XEN, UHBVN, Panchkula
  5. Sh. Harpal Singh, XEN, PWD (B&R), Panchkula
  6. Sh. Pawan Sharma, DFO, Morni at Pinjore
  7. Sh. Vikas Rana, SDO, Panchayati Raj, Ambala.  
  8. Sh. Deepak Kumar, SDO, Irrigation Department, Panchkula

The following points were discussed:-

  • UHBVN Department:-

CEO,SDA apprised the Chairman that UC amounting to Rs. 109.00 lacs are still lying pending with the office of Managing Director, UHBVN, Panchkula in respect of funds of Rs.214.00 lacs released to the Department on 22-03-2016 for electrification of 211 un-electrified Dhanies in Morni Area. The XEN, UHBVN, Panchkula apprised the Chairman that the contractor has refused to complete the work and the department is taking action against him. At this the Chairman directed to putup a D.O. Letter to Managing Director, UHBVN, Panchkula to expedite the process of completion of the project.

  • Forest Department(Morni & Yamuna Nagar):-

CEO,SDA apprised the Chairman that Rs. 176.39 lacs were released to PCCF, Haryana, Panchkula with the request to release this amount to DFO, Morni at Pinjore to implement the two projects during 2016-17. DFO, Morni informed the Chairman that his office has received only Rs. 100.00 lacs and out of this Rs. 76.00 lacs has been utilized and the balance amount ofRs. 24.00 lacs would be utilized by Feb,2018. The Chairman directed the CEO, SDA to takeup the matter with PCCF, Panchkula for not releasing the amount of Rs. 76.39 lacs to DFO, Morni. Similarly DFO, Pinjore apprised the Chairman that the funds of Rs. 173.84 lacs released during 2017-18 would be utilized by 15th March,2018.

Deputy Conservator of Forests, Yamuna Nagar apprised the Chairman that Rs. 162.45 lacs was received during 2016-17 for construction of WHS Sangoli. The work on this project could not be started earlier because some part of this scheme falls in the jurisdiction of Himachal Pardesh and now the clearance has been given by the Himachal Government and the work would be started soon after getting it approved from the Hon’ble Chief Minister. She further apprised the Chairman that Rs. 240.00 lacs has been received during 2017-18, out of which Rs. 62.14 lacs has been utilized and the balance of Rs. 177.86 lacs would be utilized by 31st March,2018. Conservator of Forests, Ambala informed the Chairman that the department is facing difficulties for implementing the scheme for construction of 10 Nos. of Public Toilets at various places of Rasta Mata Mantra Devi, Adi-Badri, Kedarnath because of difficult terrain, water problem & maintenance after construction. The Chairman directed to submit revised proposal through Deputy Commissioner, Yamuna Nagar. The Conservator of Forests, Ambala further informed the Chairman that the officials of Additional Deputy Commissioner, Yamuna Nagar are preparing estimates for this project. The Chairman directed that the estimates should be prepared by the implementing Agency i.e. Forest Department, Yamuna Nagar.

  • PWD (B&R) Department(Panchkula):-

The XEN, PWD (B&R), Panchkula apprised the Chairman that Rs. 70.00 lacs has been released during 2016-17 for Construction of Rasta/Road to Samlotha Devi Mandir in Morni Area of Distt. Panchkula and Rs. 42.35 lacs has been spent and the work will be completed by Feb,2018. Similarly Rs.320.00 lacs has been received for Construction of Rasta from Samlotha to Jia in Morni Area, Panchkula (CM Announcement) during 2016-17, out of which Rs. 98.87 lacs has been utilized. Villagers of this Area are raising objection for the change of the track of the rasta. The Chairman directed the Forest Officers and XEN PWD (B&R) to resolve the matter amicably and implement the scheme at the earliest. Similarly XEN, PWD (B&R), Panchkula assured that Rs. 90.00 lacs which was received during 2017-18 for construction of 1.4 km L/R from Village Kheri to Haryoli will be completed by March,2018.

  • Panchayati Raj Department(Ambala):-

The SDO, Panchayati Raj, Ambala apprised the Chairman that Rs. 45.88 lacs were received during 2016-17 for implementation of 5 schemes out of which Rs. 18.88 lacs has been utilized and the work would be completed by 20th March. Similarly during 2017-18 Rs. 69.00 lacs has been received by the department for implementation of three projects and the work would be completed by April,2018.

  • Irrigation Department(Panchkula):-

SDO, Irrigation, Panchkula apprised the house that Rs. 40.00 lacs were received during  2017-18 for construction of retaining wall from Parwanoo barrier to Rambagh Kalka near Kali Mata Mandir in Pinjore. The work is under process and it will completed by March,2018
