IIIrd Meeting

Minutes of the IIIrd meeting of Co-ordination Committee of Shivalik Development Board held on 10-06-2011 under the Chairmanship of Sh. Raj Kumar, IAS, Financial Commissioner & Principal Secretary to Revenue Department, Haryana.

At the outset, Commissioner, Ambala Division-cum-Member Secretary, Shivalik Development Board welcomed the Financial Commissioner, Revenue and other members of the Committee in its third meeting. He further apprised the House that as per the decision taken in the 17th meeting of Shivalik Development Board held on 28-3-2007 under the Chairmanship of Hon’ble Chief Minister Haryana, Coordination Committee has been reconstituted on 22-06-2007 under the Chairmanship of Financial Commissioner, Revenue to monitor the schemes implemented by SDA. Member Secretary Shivalik Development Board apprised the house that only Rs. 8.00 to 10.00 crore are received every year from the Government and which are not sufficient for the development of such a large area consisting of three Districts namely Ambala, Panchkula and Yamuna Nagar. The agency has submitted “Development Vision 2021” amounting to Rs. 647.54 crores to Government of India in May, 2008 for seeking financial assistance from the agencies like World Bank, Asian Development Bank, IFAD etc. but the response is not good. He further apprised that impact assessment study to see cost benefit analysis would be conducted in respect of Shivalik Development Schemes. Thereafter the agenda items were taken up.

Item No. 1: Confirmation of the minutes of the last meeting held on 04-08-2009.

 The house confirmed the minutes of the last meeting held on 04-08-2009.

 Item No. 2: Action taken report on the decision of the last meeting of  Co-ordination Committee.

The House noted the action taken report on the decisions of the last meeting.

i) Providing Six Mini Buses:

 Hon’ble Chief Minister, Haryana and Chairman Shivalik Development Board assured at the Floor of Assembly on 11-3-2010 that 6 Mini Buses will be provided for operation by Haryana Roadways in the hilly region of Morni Hills on routes where normal bus of Haryana Roadways is not capable of being operated. Shivalik Development Agency released Rs.75.00 lacs on 28-5-2010 for this to Directorate of State Transport of Haryana who purchased the buses and refunded balance of Rs. 12.00 lacs on 15-3-2011 to Shivalik Development Agency, Ambala. Deputy Commissioner, Panchkula and General Manager, Haryana Roadways, Chandigarh apprised the house that the routes of buses are being finalized and the buses will move on these routes shortly.

ii) Utilization of funds by PWD( B&R) department:  

FC PWD (B&R) apprised the house that the department has made the final payments and refunded the balance amount to SDA.

iii) Development Vision 2021

Commissioner Ambala Division-Cum-Member Secretary Shivalik Development Board apprised the house that he approached the officers in the Department of Agriculture & Co-operation, Ministry of Agriculture for sanction of this project amounting to Rs.647.54 crores, who advised that the major schemes in the project relate to Department of Rural Development and others and accordingly  10 copies of the project have been sent to the Ministry of Agriculture and co-operation on 26-11-2010 as required.

Item No. 3: Review of progress 2008-09, 2009-10 & 2010-11.

 The house was apprised of the progress of works undertaken during 2008-09, 2009-10 & 2010-11. Chairman desired that social audit of the works be got conducted through the concerned panchayats.

Item No. 4: Funds Position.

 Commissioner Ambala Division-cum-Member Secretary, Shivalik Development Board apprised the house about the funds released and utilized during 2008-09, 2009-10 & 2010-11.  

 Item No. 5: Proposal for Annual Action Plan for the year 2011-12.

Commissioner Ambala Division-cum-Member Secretary, Shivalik Development Board informed the house that the Govt. has approved an outlay of Rs. 1000.00 lacs for the year 2011-12 including the expenditure on administration.

It was decided that henceforth the funds under the Shivalik Development Plan shall be supplemented with MNREGA, and the projects shall be implemented through the Panchayats. The technical support shall be provided by the concerned departments. Commissioner, Ambala Division shall apportion the available funds amongst different districts, depending on the area falling in the Shivalik Belt, and the inter se need/priorities. The Deputy Commissioners shall get the projects prepared for the allocations made for each district. Since part of the funds may be needed to complete the ongoing projects, the DCs may prepare a shelf of projects and prioritize the same.

It was further decided that all the departments shall separately indicate the funds spent by them in Shivalik area, out of their own budget.
